The big factor is cities can test what works on the cloud, from the operating expense budget vs. the funding systems from the CapEx budget.

The cloud itself is a well structured and flexible computing framework. The possible data mining is just one aspect of smart cities. Another big advantage is that 3rd party application developers can facilitate the APIs offered by cloud service provider to make killer-apps. From this perspective, the cloud has unlimited potential for smart cities.

Smart move, putting city's big data in cloud
Not only does the cloud offer sensor data collection and scalable storage, it also serves as a hub accessible to those third parties who have permission to use the data. And they can produce useful applications that the city IT staff might never think of or get around to.
