A very worthwhile effort. As the SAMHSA administrator noted, "persons with behavioral health problems have significant health issues as well." Truly using an EHR in all aspects will give a true holistic looks at a person's health as well as pinpoint future outcomes issues that are inter-related regarding physical and mental health.

I hope people with mental disabilities have explained to them that their online records could potentially be compromised due to the nature of online vulnerabilities. Just saying.

It is absolutely critical that folks having electronic medical records be given the opportunity to provide consent for each and every access to their electronic records. This should include the occassions often embedded in what HIPAA calls "operations" including data sharing, marketing and data mining.

Without informed consent the exchange if electronic health records should be considered unethical and should not be tolerated. Moreover, patients must be given clear and exlpicit choices to either opt in opr out of health information excange.

Agreed, but don't a lot of people with some kind of mental impairment or other vulnerable population have to have someone else consent for them?
