Soon to be the case for all OEMs -- for personal use you can probably get Dell to make a new Win 7 machine, or buy an old one in stock somewhere else

But this follows the typical migration pattern of Windows versions. MSFT may not own the hardware, but they've always had enough clout that it doesn't make dollars or sense for OEMs to produce more than one OS version for the long term.

Big incentive soon
We are now starting to look at Win 10 because Lenovo will not ship anymore Win 7 on new hardware after Sept. I do not know if that will be true for all OEMs or not. 

Other than that, we have no incentive to move. Win 7 is serving all our needs as far as o/s goes. Nothing in Win 10 we care about. Now we have to verify all our existing Win 7 applications run in Win 10, we are just starting that process.
