Big and slow
Government often trails behind the private sector simply because they have to make sure the tech they use will be around for awhile. They also tend to be larger than most companies so more has to be done to transition them. Most governments have little in the way of user co-creation. I would  expect most governments to be behind the curve as they do not take the same risks as the private sector.

Digital Strategy
I feel that a clear and coherent digital strategy is also dependent upon the strategies of interrelated organizations -- especially, for developing economies. For instance, on average economies levy 10% of GDP as tax, developed economies gain this tax through direct taxation whereas, developing economies gain it through indirect taxation. If a developing economy is going digital and the corresponding revenue department sees it as an opportunity to increase its indirect tax collection then, digitization will take ages.
