Office for Windows 10 will come pre-installed on Windows Phones and smaller tablets (think under 8 inches) running Windows 10. It'll be available for download from the Windows Store for Windows devices with larger screens. If you have an Office 365 subscription, you can download the newest releases of the Office suite for free, and the mobile apps across Windows/iOS/Android for free.
I think Microsoft is doing some pretty exciting things this year - and making some much-needed improvements - but changes are rolling out slowly. It's kind of quiet now, but I think we'll see the conversation pick up as more Windows 10 builds are released and we start to see some of Microsoft's promises come to fruition.
