I can't imagine someone being on a cell phone conversation for multiple hours. Certainly, anything that lasted a lengthy period of time right next to me could be frustrating, but I'm not going to begrudge someone 5-10 minutes on their phone as long as they're not shouting.
More problematic are the screaming children, as well as the adults who half-shout at each other across the aisle.
Maybe a good solution is this: Children and people who want to have conversations in the back, people who want to be able to talk on their phones in the middle, and everyone who just wants some piece and quiet in the front.
