An IT cloud broker, a big role to fill
There are third party cloud brokers, such as  RightScale, as Stratustician points out. And third prty broker can function like reliable insurance agents, as Ariella points out. But I think Jonathan is talking about the IT staff acting as the service broker and deciding what stays in house and what goes out to the cloud, and how those two things work together. He says, "IT must deeply understand cloud platforms and have a plan to broker an optimal balance between them and legacy systems.." And that's a very tall order.

Who brokers the brokers?
I'm an advocate for Cloud brokers, hands down.  Not only do they provide significant value for organizations who need assistance when it comes to building their cloud landscapes, but the expertise that some of these brokers can provide are sorely needed in this emerging industry.  That being said, cloud brokers do face many issues when it comes to building their own services.  Firstly, due to the relative infancy of broker platforms, there are only a few major platforms which means it's hard to differentiate the types of services you have, especially if you want to do it on a regional level.  Many services themselves are still heavily US based, so for brokers outside the US, this can cause some restrictions when it comes to integrating homegrown services.  Secondly, as an intermediary, a lot of brokers will have problems when it comes to clearly establishing a value proposition.  While cloud brokerage is still a great business opportunity, I can only recommend that those who are starting down the path really take a careful look at how to clearly differentiate brokers from other service providers who may carry the same services under a similar model.
