The consequences of failing to participate by just not logging project status in the dashboard need to outweight the consequences of admitting your project is behind and needs help.

"OMB advised agencies in 2010 that new projects should deliver functionality every 12 months, but in 2012 OMB amended that recommendation and called on agencies to deliver functionality every six months."

That's just depressing. I am definitely rooting for the GAO to force transparency, but man, these agencies seem light years behind the private sector. I guess the first step is to ackowledge that there's a problem.
