This is one of my issues with the term DevOps. It leaves out (literally, if not conceptually) many important parts of the end-to-end value chain for applications. QA is one of these - along with security, DBAs, network admins, and several others; and that is just within IT, not even conting business areas like HR, training, etc.
DevOps cannot be successful without these ancillary groups also adopting ways to accelerate delivery and build collaboration. But we need to be sure to make this point often and loudly - we cannot be successful if all we focus on is dev and ops.
