Jonathan, I think you correctly captured some of the many realities different agencies are facing right now. We saw a tremendous move in the past few years to consolidate federal websites and services -- at one time, there were something like 24,000 independently managed federal web sites. That led many agencies to simply outsource their sites, often into the cloud, and saving a lot of money in the process. But as you say, the meter's running when that happens so contractually, its easy to see why even if agencies wanted to keep the lights on with their websites, they don't have the authority to pay for it.
