It was only a matter of time before this would happen. It's a movie I've seen many times in my forty years in Healthcare. Member organization wants to push the industry forward and generate some revenue so they get in bed with regulators, then they become part of the regulatory apparatus, members first react positively then as the rules get tougher they get upset and view association as part enemy, association wakes up and drops out of the program they helped start...then in about five or ten years it starts all over on a different issue...see JCAHO for another example.
My experience working with over thirty vendors through the Certification process CCHIT had the best tools and knew healthcare and as a result their interpretation of test rules/steps were in some cases different than the other ATLs. It was clear to me that they were overwhelmed since sometimes it took weeks to get an email answered. Big box vendors (who had a hand in their startup) were their main focus. Best of breed and specialty vendors were often on the back burner. This had to be a money losing effort for them given the Stage 2 (2014) complexity, and the expanding complexity coming with the new 2015 Test Edition.
Interestingly all the remaining five test labs are non-healthcare companies and are learning the healthcare nuances as they go along..will continue to make for interesting certification tests!
