EDS Lands Multiyear Services Pact With HUD

The deal to develop a nationwide IT infrastructure and telecom service could be worth as much as $860 million.

The Department of Housing and Urban Development has awarded a multiyear, performance-based contract with a maximum value of $860 million to EDS to develop a nationwide IT infrastructure and telecommunications service to be known as Hits--HUD Information Technology Services.

According to EDS, the contract includes a one-year base period and as many as 10 additional option years. EDS says it will provide end-to-end IT services to 18,000 HUD users in more than 80 locations throughout the United States and its territories. The services include enterprisewide data processing and management from the mainframe down to the desktop, information security, technology refresh, help desk, user support, disaster recovery, printing and distribution, LAN and WAN services, wireless, TV and videoconferencing, and Web administration.

HUD CIO Vickers Meadows says the performance-based contract increases vendor accountability, which is part of the Bush administration's management agenda for federal agencies. Under the contracts, Meadows says, HUD sets measurable performance standards and pays the contractor according to how well those standards are met.

EDS says it will leverage its vendor alliance relationships to provide immediate and sustained modernization to support the HUD mission objectives, and has teamed with a variety of small-business partners.
