Not offering 'dedicated hosts' leads to a loss of business
I think the baseline reason Amazon offers dedicated hosts is because its enterprise customers have gotten through to it that it's something they need to host some of their legacy systems, which they only know how to manage on a single server. If they don't do so, business that's already in their pocket migrates away to a provider like IBM, which understands this need very well and has offered it on SoftLayer from the start.

Compliance and the Cloud
"Pro: Meets Stringent Regulatory And Compliance Requirements", I think this is the baseline reason that Amazon offers dedicated hosts. Regulations around data collection and storage means that sharing server space with anyone is a big issue in many scenarios.  Of course it's not perfect but it's still worth a look if you're already running a hybrid cloud solution.
