I'm old enough to remember when calculators were first making an impact in schools, and their cost was a significant barrier for many kids having them. For a period of time, our school provided "community" items for several persons to share, at least during exams.
Depending on the geographical distribution of the reps, it may be more cost effective to have a pool of high-end laptops and iPads to meet their training needs. One may also need to segregate product familiarization/training with the actual business of generating configs and quotes. For complex quotes and orders, esp. if a lot of money is involved, the rep will rarely need to generate a full-fledged quote on the spot. He/she will need answers to detailed questions, but the actual order will have to be placed through channels, and get multiple levels of approvals, and on and on.
